Education Board Power Is Proposed

A North Carolina House bill would put into the state constitution broader powers for the State Board of Higher Education and require it to supervise and budget the public higher education system. The measure would create a 23 member board including the governor and legislative leaders with 20 others appointed by the General Assembly. The proposal aims to strengthen central control of 16 state universities and would submit the question to voters in the 1972 general election. Other actions include a proposal to study economics teaching funding and a bill on single shot voting and municipal proximity rules.

Lead in air shows mixed changes across U S sites

The report finds lead concentrations from cent to 64 per cent at eight Los Angeles sites and rises of 2 to 36 per cent at six Philadelphia locations.
