Washington reports new FHA and VA rules raise minimum cash payments and reduce the 30 year loan term. Veterans must put 2 percent cash down on VA loans. FHA requires 7 percent on the first 9,000 plus 27 percent of the balance. Effective immediately amid inflation worries.
Sessoms waived a first hearing on a murder charge in the death of 52 year old Autry found near the river. He admitted beating Autry with stove wood at the Autry home five miles from Autreyville before placing the body in his car and disposing of it after a six hour wait.
Tokyo reports Prime Minister Hatoyama said Japan would refuse U S requests to base atomic bombs on Japanese soil, while also noting atomic weapons may be needed for defense. U S disclosures claim atomic cannons and Honest John rockets with warheads are in use. Tokyo says no advance notice was given to Japan.
Health officials mobilized boats to clear tons of dead fish from the South Fork River near Lowell and Cramerton after an estimated 80 000 gallons of perfume alcohol spilled from a derailed tank car. Water supplies were disrupted as officials warned residents not to use the water for cooking.

A 48 year old Gastonia textile worker Lacy Caldwell is sought on charges of raping his 16 year old niece Barbara Bearden. The girl said he picked her up in Gaston County crossed into South Carolina and assaulted her in the car before she escaped at a York County service station.
The 84th Congress cut about 1.8 billion dollars from Eisenhower’s requests with defense, foreign aid, and public works hit hardest. Total definite appropriations reach 52.1 billion, plus an estimated 6.5 billion in indefinite funds, raising total near 58.9 billion. Some senators predict possible year next tax relief if revenues stay strong and budget balance remains likely.

Washington July 30 Harold E Talbott faced mounting scrutiny over outside work as President Eisenhower weighs a decision. A Senate Armed Services panel advanced Dudley C Sharp as assistant secretary after pledges to avoid private business conflicts. Talbott said he would do what the President wishes and denied resignation plans though senators hinted at it. He earned over 132000 in profits from Paul B Mulligan & Co while serving as secretary and admitted some missteps in communications for the firm but defended his actions as largely proper.
Rioting broke out at Moulay Idriss north of Meknes during Aid el Kebir. At least three killed including a French lieutenant and two Moroccan demonstrators, with eight more Moroccans injured in Casablanca and nearby cities.
