Washington July 11 An eleventh hour decision to raise personal income taxes by 1 percent will push the revenue of the Ways and Means Committee past 6 billion dollars. The bill, after a late session, heads for weeks more of debate with a 1 percent rise in the surtax, altering brackets from 6 to 19 percent and adding 510 million in new revenue while offsetting 85 million by retaining exemptions for soldiers and sailors. The panel also cut single and married exemptions from 750 to 500 and 1,200 to 1,200 respectively.
Washington July 11 army officers prosecute and defend eight accused Nazi plotters in a secret trial entering its fourth day. Reports say the secrecy draws protest from Elmer Davis and Rep. Monroney as FBI testimony and documents are reviewed amid limited public access.

The War Production Board will decide if the collections are enough to avert nationwide gasoline rationing as a rubber conservation measure. The Petroleum Industry War Council said an inventory is underway and the president is expected to announce results in a few days. Collections on July 3 reached 334 293 tons, though some experts had estimated about 100 000 tons could be found.
War risk insurance rates rise as navy confirms the sinking of a U S vessel in the Caribbean. Officials report 16 seamen killed, 230 rescued from 40 crew ships, and other Allied losses including a Belgian ship and a Honduran craft with crews saved. Canadian reports on three submarines' hits in the St Lawrence remain unconfirmed.
Allied headquarters announce that Pi Twenty one Japanese bombers with eight fighters attacked Port Moresby New Guinea yesterday but anti aircraft fire kept them at high altitude. Two bombers were shot down a third was damaged and smoke observed as it lost altitude. No damage or casualties were reported.

New York July 11 The FBI announced the arrest of 158 German aliens, 130 men and 28 women, linked to the German American vocational league. The group allegedly funded a saboteur’s return to Germany and operated through 20 locals with a 2,000-strong membership. Contraband seized included films, cameras, and shortwave sets as the league’s anti American, pro Nazi activities emerge.
New Delhi July 1 uP American planes based in India raided the Japanese air field at Myitkyina repeatedly over the past week. Fighter pilots strafed the town and airport on July 4 and 6 while medium bombers attacked on July 1 and July 7. A railway bridge at Moguang near Myitkyina was damaged by a direct hit and a ten car freight train was machine gunned. No losses in personnel or planes were suffered by the U S Air Corps amid monsoon storms and anti aircraft fire.
Washington report states the Roosevelt administration decided not to seek new price control subsidies this year despite warnings from Leon Henderson that ceilings could not be kept without subsidies. Legislation to fund up to 750 million dollars for subsidy payments was dropped, with Senate action stalled on a broader defense aid bill and efforts to bar subsidy payments from operating funds.
German divisions pressing three pronged attack across the Don river toward Voronezh Kantemirovka and Lishchansk as Soviet forces under Marshal Timoshenko defend. Red Star reports breaches repaired by counter attacks while Germans, on the defensive north of Kursk Voronezh wedge, rely on air power. Voronezh defenders claim heavy casualties for the invaders.
COLUMBIA July 11. A second preliminary report from a five man House committee on penal institutions shows a split over the final findings. Reps. Grant and Boyd Brown say they cannot concur with the majority and that the public deserves the full truth about conditions in South Carolina penal institutions. They report that astounding conditions have been brought to light and that a full report will follow after study of testimony. The other three members were unavailable for comment.
