Stamp Proposals Would Not Take Effect Until May

Washington AP The postal chief proposed a citizen rate for stamps linking a 13 cent personal letter to a higher first class business rate by three cents with conditions for the rate. If approved the plan would go to the Rate Commission for up to 10 months before taking effect. Bailar also eyed ending Saturday mail delivery and closing more post offices, amid opposition but with some backing from greeting card publishers. About 20 percent of first class mail would qualify and inflation could raise the citizen rate if funds do not balance.
