Summer reports warn another drought year could devastate farmers. Davidson farmers consider applying for federal disaster relief funds as rains delay.
Postmaster General Bailar asks the governors to raise first class business mail to 16 cents while keeping individual rate at 13 cents. Carter supports a citizen rate for within country letters and five day week delivery could be considered. Changes require a 10 month review, with no immediate effect before next spring.

A congresss Office of Technology Assessment study projects large buildings may use solar energy for heat and hot water by 1980 as costs rise for electricity and solar equipment falls. It notes most structures will need backup power and coal remains cheaper for industrial use for two decades. The 1000 page report is built on computer comparisons of solar devices with gas and electric systems.
