Christians Press Leftist Push in Northern Lebanon
In northern Lebanon near Beirut Christians claimed advances along a 30 square mile enclave driving back Lebanese leftists and Palestinians who had entered Christian territory two days earlier. The PLO said Syrian forces attacked Palestinian camps at dawn, shelling near Tripoli and Sidon, with hundreds of Palestinians reported captured in Syria. Daoud Barakat urged Red Cross pressure to halt the attack and protect detainees. Yasir Arafat moved PLA HQ from Damascus to Beirut, seen as limiting Syrian influence and freeing PLA offices.

Healthy Economy Will Permit Teacher Pay Hikes Woods Plan
Democratic governor candidate George Wood argues a healthy economy can fund 10 percent teacher pay raises over two years. He projects a 1976-77 surplus of 70 million and a 1977-78 credit balance of 102 million, enabling 20 million in teacher raises at an estimated 150 million cost. He outlines tax changes to raise 12 percent in two years, including rate hikes for personal and corporate income, accelerated corporate tax collections, dividend exemption repeal, higher inheritance exemption, and restructuring liquor tax revenue to locals, with net local gains of 10 million annually and little state revenue change.
