Kennedy Gains Governors Support For European Partnership
President Kennedy won bipartisan backing from 42 governors at Independence Hall in Philadelphia as he urged U.S. partnership with a united Europe. The meeting closed the 54th governors conference amid mixed attacks on administration plans and no united civil rights stand. Governors John Anderson Jr. of Kansas and Ernest F. Hollings of South Carolina voiced support for Kennedy's European proposal.
