Proposals Consider Administrative Traffic Court Reforms in 1977
North Carolina lawmakers study traffic offenses to ease district court congestion. A plan would move non serious violations to an administrative system under DMV, reserving criminal court for drunk driving, eluding police, homicide by vehicle, suspended licenses, and speeding over 15 mph. Several states already use traffic adjudicators and hearing officers to handle waivers and fines. In 1975 NC prisons held 72 traffic offenders, including hundreds drunk driving cases.
