Power shortages worsen cold snap in Northeast
Bitter cold lingered across the Northeast as a major snowstorm burdened residents. Temperatures fell near zero in New York and New England while heavy snow hit parts of the eastern Great Lakes. The New York Public Service Commission ordered a 5 percent voltage cut to conserve power amid seven major generating units out of service in Massachusetts and Connecticut. By nightfall New England utilities reported normalizing conditions and no further reductions expected unless new failures occur. Winds eased from blizzard levels affecting Pennsylvania and New York, allowing schools and roads to reopen.

Nixon unveils revenue sharing plan to streamline federal aid
President Nixon pitches a $16.1 billion revenue sharing framework to Congress. It would lump many programs into six block grants starting October, with $5 billion in the first year and $11.1 billion allocated to urban and rural development, education, manpower training, law enforcement, and transportation. The plan reduces matching requirements and frees highway funds for mass transit.
