In a two part analysis Charles Lynch argues Canadians face a crisis of identity as American capital floods Canada and NORAD ties deepen. He notes Diefenbaker's 1950s measures failed to curb investment and devaluation pressures rose, shaping a paradox of independence and reliance.

Thomas Kennedy, president of the United Mine Workers of America, died at 75 in Hazleton Pennsylvania. He led the union since 1960, rising from a Pennsylvanian coal mine background and serving on national boards while shaping labor policy with a steadier approach than his predecessor John L. Lewis. Kennedy had pursued political roles, including a 1934 lieutenant governor bid, before his union leadership.

Dock Strike Settlement is Proposed
A presidential board appointed by President Kennedy will present a mediation settlement proposal to striking longshoremen and waterfront employers on Sunday. Sen. Wayne Morse said the package could be accepted or rejected, but warned against hoping for a better outcome in Congress. If mediation fails by Sunday midnight, Kennedy asked the board to prepare action recommendations to end the 28 day-old strike. The proposal will be reviewed by representatives of the International Association and steamship and stevedoring companies. The 43rd US Junior Chamber convention will be in Louisville, Kentucky, next June.
