Washington AP report notes the US Postal Service may raise first class stamp from six to eight cents in April. Deficit near 2.4 billion is tied to wage costs and new law requires collective bargaining with employees. Officials estimate a 2 cent rise could yield about 1.5 billion yearly, aiding break even with Congress subsidies for services to the blind.
