Returning Money Is Hard Task
Francis Stilley reports on Charles Church, head of the IRS Manhattan district, who describes the annual challenge of refunding taxpayers. Thousands move or are untraceable, with about 3,000 located and refunded each year while roughly 7,000 refunds, totaling around a half million dollars, go to the Treasury. The district covers Manhattan, the Bronx, Staten Island, Westchester and Rockland, handling four million returns and nearly 14 billion dollars in revenue. Church notes 97 percent of taxpayers are honest, while 3 percent require enforcement and millions miscalculate, but few letters offer verifiable information and rewards for tips are rare.
