Travel Exemption Based On Economics
President Johnson's Western Hemisphere travel exemption rests on economic rationale. Officials say tourism dollars returned to the U.S. via travel and exports, and that restricting travel would harm Caribbean and Bermuda economies locally. The administration notes Canada and Mexico interlock on trade, complicating any ban.
