In Raleigh on Web 24, the House approved the Connor road bill 85 to 16 on final passage with third reading support. If signed by Senate, it cuts about 6 million dollars in equity road taxes, bars further county road levies except debt service, and authorizes debt finance. The measure would take effect April 1.
The Supreme Court ruled unanimously that the Eighteenth Amendment is valid, upholding federal authority to enforce Prohibition. The decision, delivered by Justice Roberts in a crowded courtroom, rejects Judge Clark’s argument that ratification required state conventions rather than legislatures.
Raleigh Feb 24 North Carolina would become insurer of all workers under the workmen compensation law if a senate bill passes. A state fund funded by employer premiums would replace private insurers. The bill by Senator Gower would end private policy writing and is backed by the State Federation of Labor. A companion measure by Senator Clarkson would raise weekly max to 21 and total disability recovery to 7000. Several compensation bills are in the general assembly as lawmakers move on reform.

Paris Feb 24 The awards committee of the International League of Aviators named Coste the world’s premier aviator. Amy Johnson received top honors among women fliers. Coste and Johnson will meet President Doumergue at the Elysee Palace and receive silver cups. The committee also plaques for Mrs Victor Bruce Maryse Bastic and Mrs Charles Lindbergh. Frank Hawks named premier American aviator and Byrd awarded gold plaque for South Pole flight.
Foreign minister Aristide Briand and navy minister Charles Dumont said France and Britain reached a naval accord in principle conditional on ratification and Italian participation. They added the agreement would stand until Italy approves it.
In Stroudsburg Pennsylvania Alberta Bachman 20 a Mammoth Hosiery mill worker died from a back gunshot wound received during a strike disturbance last night. Two other United Textile Workers members were wounded as the three week wage dispute sparked unrest.
Hollywood reports that the common house fly spoils films costing the industry between 5,000 and 10,000 dollars daily in retakes. Director Melville Brown cites a scene spoiled by a fly landing on Mary Astor during a kiss with Ricardo Cortez. The sound supervisor notes flies near a microphone can ruin the soundtrack like a naval battle.
A group of American citizens of Italian extraction delivered a petition to Secretary Stimson in Washington on February 24 asking recall of Ambassador De Martino. They allege his actions belittle American institutions and provoke dissension among loyal Italian Americans. They sought to speak in support of their complaints.
The Senate Appropriations Committee added ten million dollars to start Cove Creek Dam construction on the Clinch River Tennessee in connection with the Muscle Shoals project. The measure also provides ten million for modernization of battleships New Mexico Mississippi and Idaho. The house bill total rose by twenty nine million one hundred four thousand one hundred seventy five dollars bringing the fiscal year total to eighty eight million two hundred ninety two thousand eight hundred four.
Former New York governor Alfred E. Smith sent a message to the South Carolina house saying he cannot come to Columbia in March to address the body. He added that he would consider addressing North Carolina’s General Assembly if possible.
A man identified as W. Warner an advance agent for Roxx's Gang was killed and 18 people injured when a cotton truck sideswiped a large motor bus near Burton Texas early today.
The New York Times reports Union League Club leaders built a bar in the new clubhouse amid hopes prohibition will end soon. The club, with a Republican, high society membership, opened yesterday to over 4,000 visitors and marks departures from old traditions including women’s dining room and smoking room, plus gymnastic equipment.
Bardstown Kentucky February 24 County Attorney Ernest N Fulton announced that indictments for murder would be sought against Tony Peterson 25 and Frank Carsons 28 for the slaying of Louis and Nashville railroad executive Carl B James 58 of Louisville. James was shot through the heart on the road between Bardstown and Hodgenville after giving the men a ride. The suspects were arrested when they crashed James' car into the Hodgenville courthouse and were not seriously injured. Mrs James witnessed the killing and testified they had picked up the men near Bardstown before being forced from the car.
VALPARAISO Ind Feb 24 The prosecution and defense resumed questioning retirement today to complete a jury to try Virginia Kirkland a Gary Ind for the death of Arlene Draves an 18 year old school girl Six middle aged farmers and one young grocer s clerk had been tentatively approved last night The state charges that the 20 year old youth who escorted the girl to a drinking party last autumn caused her death by a criminal attack.
Former Virginia governor Harry Flood Byrd urged the North Carolina General Assembly to enact Governor Gardner's government reorganization proposals. Speaking to a joint session, Byrd praised Virginia's system for fiscal transparency and governor-led efficiency, and urged repeal of stock tax on foreign corporations while commending North Carolina's recent progress under Morrison, McLean, and Gardner.
CHICAGO Feb 24 A fierce Republican primary for Chicago mayor pitted William J Thompson against Judge John H Lyle and Alder man Arthur F Albert with Anton J Cermak the Democratic candidate. Police and American Legion members guarded the polls from 6 am to 5 pm as egg throwing heckling and campaign rhetoric marked one of the citys hottest campaigns. Officials projected about 700000 votes by closing time from a 1340566 registration.
Nashville, Feb. 24. Highway Commissioner Robert H. Baker testified before the state affairs investigating committee that Treasurer John Nolan urged him to withhold information to avoid implicating Colonel Luke Lea. Baker said Nolan warned against being seen together and left via a side door at Nolan’s request. He argued the plan to redistribute $5 million in highway funds aimed to reduce depositor risk and possibly prevent banks from closing if checks were cashed. Nolan had repudiated the agreement and refused to accept the checks, claiming Baker did not intend their cashing. The timing tied to a Lea home conference and election period, with Baker unaware banks were shaky until the election report surfaced.
Danville Virginia February 24 Harry R Fitzgerald cotton mill president and former head of the American Cotton Manufacturers Association died after angina pectoris attacks. He had worked with Riverside and Dan River Mills for more than 40 years rising from office boy to president. He served on war industries board committees during the war and was a trustee of Emo University and Ferrum School. Survived by his widow and four daughters.
Jason A. Burgin a 48 year old Lincolnton paving contractor died in a Shelby hospital from injuries after his car left the highway on a curve while he was traveling at high speed. He is survived by his widow and two sons Samuel and J A Jr Funeral services will be held Wednesday.
In New Orleans on February 24 AP reports former 1924 Democratic nominee John W. Davis predicted a wet Democrat will be the next president, citing public demand for change and a likely anti prohibition platform. He noted Democrats may nominate a wet candidate and oppose prohibition laws while serving as counsel in a Fifth Circuit case.
Washington February twenty four. The House and Senate clocks advance hourly at a cost to the treasury of about 1400 dollars per hour. Clerk William Tyler Page presented figures to the census committee showing daily costs of Congress on an eight hour day. He cited 1100 dollars per hour for the Senate and 1142 dollars per hour overall, with totals per day and per calendar day varying by basis.
RALEIGH February 24 The Baggett bill requiring children aged 14 to 16 to finish the sixth grade before leaving for work was tabled by the house in a 51 to 41 vote. The bill had previously passed the senate. A related measure allowing municipalities to charge sewerage expenses to water users was also tabled.
Andrew J. Greene aged 70 narrowly escaped a blaze that destroyed his residence in Albemarle during the early hours. He is hospitalized with severe burns and is receiving treatment.
Washington February 24. Domestic cigar manufacturers attacked proposals to exclude imported Sumatra tobacco before customs officials and the senate finance committee. Junius Parker for the American Cigar Company said the Kendall bill’s plan to bar convicts labor crafted goods would harm makers using Sumatra tobacco. Witnesses warned that banning Sumatra would wreck the $228,000,000 cigar industry and that domestic growers could meet demand with home tobacco.
In Havana on Feb 24 a note marked for Cuba's national holiday revealed a bomb found atop President Machado's residence last night. A patrol soldier on the roof discovered an internal device described as small yet capable of substantial damage.
