Wage fight over personnel bill shakes state officials
Raleigh Feb 19 The North Carolina senate approved a personnel commission bill to oversee state employees replacing the salary and wage commission. It would supervise departments and institutions and implement a modified civil service. Gov. Gardner did not see the bill. Senator Umstead denied dictatorial aims, while an amendment allowed direct applications to department heads but required exam and approval by the commission.

New Personnel Commission Aims to End Political Job Patronage
The bill slashes patronage by requiring department heads to obtain personnel commission approval for hires. Applicants must meet tests, with the commission surveying all state offices to determine essential positions. Critics fear job losses for political appointees, but supporters see protection for merit and stability. The Powell amendment to bar married women or relatives of high earners was rejected. The senate backs reform and the bill is expected to pass the house.
