First Envoy To Soviet Dies At 76

Paris AP William C Bullitt first U S ambassador to the Soviet Union died at 76 after months with leukemia. Arrangements by his daughter Anne Biddle to send the body to Philadelphia for service and burial. Bullitt weakened since his case grew desperate. plans to fly him home canceled as he fell into a coma.

Gov. Dan Moore seeks a crackdown on cross burning and dynamiting with three bills sponsored by Rep. Claude M. Hamrick. One makes cross burning on another's property a felony. another tightens penalties for damaging occupied dwellings with explosives. the third raises the governor's crime information reward from 400 to 10000.

Kosygin Urged Hanoi Action

Soviet Premier Kosygin pressed North Vietnam to stop sending troops and arms to the South as a step toward peace talks. U S Jets Attack North Vietnam Amid Big Vietnam Battle

U S jet pilots pressed raids over North Vietnam while Tass reported Hanoi bombed by American aircraft. In Vietnam the biggest recent battle saw ROK Marines claim victory as 243 North Vietnamese were killed in three hours near Saigon and 56 Viet Cong fell in the Mekong Delta.

CIA Funds Put Into Youth Groups Beside NSA

The CIA supplied millions of dollars to at least three youth groups besides the National Student Association. The U.S. Youth Council World Assembly of Youth and International Student Conference of Leiden received funds via foundations over more than a decade. The Foundation for Youth and Student Affairs was the main donor, with Harry Lunn of the foundation denying CIA involvement. The NSA board met to decide its relationship with the agency as calls for investigation grew.
