Ziegler offered no administration view on a third Stennis amendment aimed at promoting freedom of choice in pupil assignments but said court decisions have often struck down that concept. He supported equal application of the law if a Stennis proposal promotes it, but declined to state Nixon’s position on the amendment or a busing clause. He noted complex legal ramifications and said Nixon favors neighborhood school systems while on vacation at his waterfront home.
