Governor Bob Scott says he will not authorize expenditure of public funds for involuntary busing to achieve racial balance in North Carolina schools. He cites a 1969 law and vows to act until it is declared unconstitutional after U.S. Judge James B. McMillan ordered busing for over 12,500 Charlotte-Mecklenburg students.
Secretary of State William P. Rogers flies from Tunisia to Addis Ababa for talks with Emperor Haile Selassie and Yugoslav President Tito and to deliver an Nix on era Middle East policy speech at the Organization of African Unity. Tito plans a tour of Sudan Egypt and Libya after Addis Ababa.
The governor says no state or local funds will be recovered for busing, but local units spending illegally could face action. He reiterates that resistance to court-ordered integration is futile and reiterates opposition to busing as disruptive to neighborhood schools. He notes no one wants busing and urges freedom of neighborhood school choice.
South Vietnamese commanders report a major North Vietnamese push into the Mekong Delta disrupted as 79 more enemy troops were killed, bringing total fatalities to 207 in a string of battles since last Friday. The clash 10 miles west of Moc Hoa left no government casualties, with South Vietnamese and U.S. advisers noting the enemy retreat toward Cambodia was blocked.
In Vietnam near Sai Gon a large arms cache is uncovered by South Vietnamese irregulars and Green Berets. Maj. Ola Lee Mize orders men to take one rifle each as troops inventory tens of thousands of weapons and millions of rounds. Shelling and booby traps persist as VIP helicopter visitors push demolition work while avoiding interference from guards.
In Boston area hundreds of youths in the Ski Masters group say they are bound for Cuba to harvest sugar cane with Fidel Castro. They plan a ski holiday in Saint John, New Brunswick while Cuban freighters board 500 Americans. The venture involves chartered buses and aid from the American Friends Service Committee.
