High Point Plans Refunding Bond Sale At 2 Percent
City Hall of High Point plans selling 3.335 million dollars in refunding bonds next month hoping for interest at or below two percent. The city seeks to back debt service with net revenues from the electric utility, risking diversion of utility profits to libraries parks and playgrounds and other public needs. The council also exempted the health department from civil service and will use the state merit system for staffing with a 14156 dollar annual grant from the State Board of Health. Police report the dim-out has not increased disorder and that results appear positive so far.
