President Roosevelt urged long term planning to fight floods and droughts. Congress began weighing a flexible six year public works program to guard great regions from disasters, aiming to ready the nation for future lows and dust storms.
Stanley Backus aged 19, husband of 12 year old Elizabeth Backus, faced rape charges in Albany as lawmakers pushed new cradle cradle laws. A warrant was issued by Attorney Carl J. Phillips and Judge Crandall F. Phillips, with Backus jailed on bail in the interim. The 12 year old mother to be was under Mercy custody for a physical exam and revealed plans to become a mother.
Roy E. Brownell said GM will seek a writ of attachment to eject strikers from two Fisher plants in Flint. Sheriff Wolcott would enforce the order if issued. Police Chief Wills extends enlistment of reserve officers to maintain order, with 1,000 reserves possible tonight, none to act absent need.
A 20-year-old Ozark farmhand named Robert Kenyon charged with first degree murder in the kidnap slaying of Dr. J C B Davis says the doctor was abducted by a mysteri ous hill country acquaintance he calls Nighthawk. He claims he never met the physician and that Nighthawk forced him to mail a ransom note.
Harry W Nice Sr longtime Mary land official attended a Maryland gathering to discuss police leadership. Major Garey chaired a board that investigated temperament for the role amid reports of a relief expedition to reach ice bound Chesapeake Bay.
Berlin February 4 The Red Star and Bernstein Lines face seizure of ships abroad to satisfy American claims unless Arnold Bernstein president of the lines is released by the Gestapo. Bernstein and two associates are held at Hamburg after a meeting with American creditors though Bernstein can contact friends.
California fruit growers estimate twenty percent of lemon trees and five percent of orange trees in the $500,000,000 citrus empire will be out of production for a year after the January freeze. About forty percent of the unharvested crop was damaged by the cold, with last year sales totaling $112,000,000.
The Weather Bureau expected the Neuse River to crest in Kinston the next day about six feet above flood stage. Residents moved to higher ground while streets flooded along the outskirts of Goldsboro and the state hospital grounds. Other eastern streams were receding from moderate flood levels.
Flood relief teams pressed recovery work across the region as the mid continent flood eased. Death toll stood at 368 with nearly 1,000,000 homes affected. Cairo Ohio river level fell to 59.6 feet while Vicksburg Mississippi rose to 47.5 feet. Portsmouth Ohio reported the largest drop. Coast guard boats remained ready from Cairo to Hickman.

William J. Anderson of Elizabeth City was held for superior court on a kidnapping charge involving his brother in law's wife Mrs Louise Cohoon. Bond set at 2500 he posted it. Cohoon testified that Anderson abducted her from her home and held her in his car for three days and two nights before releasing her.
Washington report that 19 year old Alabama university sophomore Sidney L Reynolds was arrested on charges of trying to extort 7000 dollars from Mrs H D Warner wife of a Tuscaloosa paper manufacturer. Hoover said Reynolds admitted writing three letters threatening harm to Mrs Warner. The first letter was mailed Thursday demanding 6000 dollars. A second letter sent Saturday demanded 7000 dollars. A third letter said the money would be paid to a messenger.
The revised measure to extend the sale period for High Point bonds for a Yadkin river power plant earned a unanimously favorable report from Senate judiciary committee No. 1 chaired by Senator Thomas J. Gold. The action came in Raleigh on February 4 as The Enterprise notes.
Robeson county officers moved Le Roy McNeill a Negro accused in the poisoning death of Mrs. Andrew Cox of Orrum to an unannounced destination after a night of armed men at the inquest. Mrs Cox died in a local hospital from poison in flour. McNeill admitted placing the poison but gave no motive.
Charles A. Lindbergh and Gen Italo Balbo exchanged transatlantic flight stories in Rome on Lindberghs 35th birthday. Balbo invited Lindbergh to Tripoli and Balbo arranged a hotel visit after a cordial half hour chat. They posed together at the close of their meeting.
Geneva reports the League of Nations has convoked an international sugar conference to meet in London on April 6. The meeting will examine the possibility of an agreement on sugar production and marketing, a suggestion first raised at the 1933 world economic conference.
Thousands of women pack Luneta Park for the second day of the international eucharistic congress with an estimated 125000 to 150000 attendees. About 300 priests circulated among the crowd to give communion as Mrs Shiji Osawa, a Japanese convert, gains attention in a silk kimono. Archbishop Gabriel Reyes of Cebu preaches that world salvation rests on stronger homes and denounces Communism as a foe to family life.

Raleigh February 4 The senate sent the county option liquor bill to a committee and debated a proposed constitutional amendment to authorize the death penalty for kidnapping while the house killed a fireworks prohibition bill. Chair Gold of Guilford said the whisky measure would meet tomorrow and dry leader Dale K Burgess requested another public hearing as drys push for a statewide prohibition referendum.
The 96th bombardment squadron at Langley Field Virginia tuned motors and checked flight charts for a 1950 mile mission to France field Panama. Nine planes will fly to Miami Friday on the first leg of the journey and then proceed Saturday over the Caribbean to the final destination 1140 miles farther on.
Flames ripped through the Stille and Duhlmeier Furniture factory and retail rooms and the Art Wood Turning and Scroll Co in west-end Cincinnati early today. Loss is semi-officially estimated at 250000 to 300000 dollars. Some furniture inside had been stored by residents whose homes were flooded in the city’s greatest flood.

Spokane detectives found 45407 in a dirty cottage shared by Anna Miller 54 with chickens and cats. Officers pressed for an additional 20000 as she lay hospitalized and claimed the officers overlooked the sum if 45000 was all found.
A state wide home missions convention of Seventh Day Adventists opened in Charlotte on February 4. Rev. W. H. Bergheim of Washington, a former missionary in the Orient, and Rev. J. L. Shuler, president of the Carolina conference, are on the program. The convention will last through tomorrow.
