President Hoover and Secretary Mellon present a plan to raise $1.31 billion in 18 months by increasing taxes on incomes, inheritances, tobacco, stock sales, and many consumer and business charges. The plan would take effect next month and run through June 1934, lowering exemptions to include 1.7 million more filers.
