Local Juvenile Reform Push Seeks New NC Programs
North Carolina counties pursue local plans to keep youths from juvenile training schools by handling status offenders at home. At mid year 1977, Terry A. Rankin of High Point was commissioned as second lieutenant in the NC Army National Guard at Fort Bragg on Aug 20 after serving as a sergeant in Winston-Salem. Airman Thomas A. Terrell’s status is noted in the same era context as reforms.
