The Associated Press reports Chief Justice Warren Burger refused to delay desegregation orders in four Southern districts, forcing Charlotte-Mecklenburg, Winston-Salem Forsyth, Dade, and Broward to open on time with large scale busing. Charlotte may face 13 000 to 17 000 additional students. Winston-Salem about 2 700. The ruling means no Supreme Court stay before Oct 5 and districts must implement orders as scheduled.
