Harvey Cloyd Philpott, a Lexington native and furniture executive, began on the Lexington High School debate team with his future wife Fances Adelside Thompson Phipptt. He served four terms in the North Carolina House, led the Senate as lieutenant governor in 1961, and later won Lexington mayoral races before returning to state politics in 1953. Line of succession in state government underscored

Barnhardt notes that if the Secretary of State must convene the Senate the president of the Senate would act as governor. He cites the 1954 case when Gov Umstead died and Lt Gov Hodges became chief executive, leaving no lieutenant governor. Earnhardt recalls becoming Senate president in 1955, believing he then entered the line of succession, while McGallard says the constitution is vague on successor details.

Philpott remembered for state service and school plan

Gov Sanford called Philpott a dear friend and able servant after his death. The four term state representative helped draft North Carolina’s public school stance following the 1934 Brown v. Board era, chairing the Pearsall Committee that shaped pupil assignment policies, and he directed the North Carolina Democratic party finance efforts.
