India and War Aide Plan for Postwar Constitutional Reform
A proposal suggests allocating five seats to the All-India Congress led by Mohandas Gandhi, five to the Muslim League with guarantees of proportional representation, and five to universally respected Indians chosen by the viceroy. It calls for no constitutional change until after the war, maintains princes’ status pending a postwar constitution, and urges UN guarantees or Churchill to promise India’s independence soon after the conflict.
