The U S government reports the July unemployment rate fell to 6.9 percent from June 7 1 percent. Civilian labor force declined by 340000 as teenagers mostly reduced entries. Total employment stood at 90 6 million with 6 7 million unemployed, down 220000.
President Carter signed a $1 billion program to employ 200000 young Americans with park and forestry jobs, training, and dropout reduction aims. In the Rose Garden ceremony he also presided over the oath for James R. Schlesinger as first Energy Secretary as the Senate confirmed his nomination.
The auto industry awaits President Carter's signature on a bill delaying tougher exhaust standards until 1980. Congress passed the measure after a House Senate conference committee approval, easing pressure on Detroit as automakers warned of shutdowns without the extension. Senator Jake Garn threatened a filibuster over a separate provision.

Six men died in a suspected gang clash at a southern Mexican ranch in Ocotlan district. Four of the victims were believed to be Americans. Bodies were found in a burned Volkswagen van and nearby, with four badly burned or bullet-riddled victims identified by authorities.
Congressmen from both parties press for investigations after a government report shows 8437 pounds of uranium and plutonium used for atomic weapons are unaccounted for since World War II. Officials say no theft or black market evidence exists, though the total could build hundreds of weapons.
In Washington the House pushes toward final passage of President Carter's energy program. A GOP bid to redirect crude oil tax revenues failed 232 to 175 as Democrats backed the administration plan to rebate revenues to heating oil users and all income brackets. James Schlesinger was sworn in as head of the new Department of Energy as Carter signed the cabinet creation.
