Senate Studies Humphrey Jobs Bill To Cut Unemployment
The Senate reviews a Humphrey Hawkins bill to force 3 percent unemployment within four years, a plan Ford calls costly. The measure would fund government jobs only after private resources are exhausted and would create White House planning and anti inflation mechanisms. Humphrey says it could raise production by about 500 billion and reduce welfare costs, though exact costs depend on recovery and program design. Between now and 1980, two to three million could remain unemployed.
