Plymouth suffered a major night raid by German bombers with incendiaries and high explosives. Fires raged, homes churches theatres and hospitals were hit, rescue crews freed people from shelters, and emergency feeds and food convoys moved in. A second south coast town was targeted with residential-area bombs and casualties reported in wreckage.
Italian high command reported the surrender of the Greek northwestern army trapped in Epirus and western Macedonia by Italian and German pincers. The fall involved about 14 divisions possibly 156,000 men, with forces ordered to resist the Albanian offensive to hinder Italian aims in the Pindus region.

Washington April 23 AP first signs of opposition to the treasury plan to raise 33.6 billion in new revenue by higher surtaxes on all income taxpayers including the lowest brackets. The plan would place surtaxes on the first dollar and retain a 10 percent defense levy. Critics among committee staff and members warned rates, especially for low incomes, may be too burdensome. Examples show a single $1,000 earner would owe 29 tax dollars and a $3,300 married couple would pay 100 under the proposed surtax plus existing tax. Concluded in wage note column.
