President Hoover, addressing the Associated Press luncheon in New York, warned that life and property are less safe than in any civilized country and that the nation faces a subsidence of foundations. He urged steady, lawful enforcement and reform of enforcement agencies to restore respect for law.
A weekend of floods tornadoes and storms across the midwest southwest and south killed 382 people and injured many more. Arkansas suffered 13 deaths at a plantation near Tiliar while Mississippi river flooding threatened Knowlton's Landing near Snow Lake. Two dozen more lives were lost in Kentucky Indiana and Louisiana with additional property damage across several states. Emergency crews reinforced levees and officials warned of high river stages along the Mississippi.
In Paris on April 22 Dr Hjalmar Schacht and Dr Alfred Voelker arrived after Berlin consultations and met with American delegates Owen Young Thomas Lamont and Thomas Perkins at the Hotel George V. Ten thousand federal troops under General Calles move north from the Sonora border toward Masiaca and San Antonio as 6 000 to 7 000 rebels dig in. Cavalry under Talamentes eyes the advance while a gunboat blockade and reinforcement movements threaten rebel retreat. The clash near Mazatlan and Guaymas intensifies the battle for control in northern Mexico.
