Mcinerney said Black leaders Law professors and others who have criticized the operation do not understand it. The program was begun after the tuesday night shooting of a 23-year-old Delaware Man. Mayor Joseph l. Alioto ordered the on Street police interrogation of Blacks who fit the description of a Man believed to be the Zebra killing. The critics think police Are stopping and grilling every slender Black Man they find on the Street in an Effort to find the killer but relatively few men Are actually stopped Mcinerney said. Since police launched the citywide search thursday about 300 men have been stopped by officers in the a a Zebra unit Mcinerney said. Mcinerney said that unless a Man is acting a suspiciously he is stopped Only if he closely resembles composite sketches of the suspect. A the patrols Are on the Street primarily to prevent crimes from occurring not to question suspects a Mcinerney said. Friday night 66 Blacks were stopped and cleared police said. Numerous Black leaders have called the stops unconstitutional and racist. The National association for the advancement of coloured people and three Black leaders have filed a complaint seeking to restrain the police from the practice. Meanwhile detectives said they do not believe the Black Man who killed a 25-year-old supermarket manager Friday and raped his wife is the Zebra killer. The attacker told the woman Annette Carlson 24, he was the Zebra killer. Mrs. Carlson remained in critical condition at a Hospital. The Zebra Case got its name from the police code for the radio Channel used by officers investigating the slayings. Pending Campaign Bill harsher than 71 act by John Chadwick associated press writer Washington apr the Senate a Campaign Reform Bill Marks a Sharp departure from pre watergate Days when the primary emphasis was on disclosure. The 1971 act put no limit on Campaign contributions nor any Over All ceiling on Campaign expenditures partly on the grounds that to do so would be of questionable constitutionality. The View also was widely expressed that the Best antidote for abuses was full disclosure of the source of political funding. This was the position that received the chief emphasis in Campaign Reform recommendations submitted to Congress this year by president Nixon. But the Senate in a Bill passed just before the easter recess did an about face and put tight restrictions on both Campaign spending and contributions. In addition the most controversial part of the Bill provided for tax supported campaigns for All Federal offices in both primary and general elections. Although this diametrically opposed Nixon a recommendations in some respects the presidents proposals parallel the Bill a provisions and in others go beyond them. Aside from Public financing the most obvious difference was the presidents opposition to spending limits other than the ceiling on Media expenditures provided for in the 1971 act. Nixon said they raise a significant constitutional questions a could work to the advantage of incumbents and would be unworkable because of citizen support of various groups that in turn support candidates. The president proposed limits on political contributions a $15,000 for presidential candidates and $3,000 for Senate and House candidates. The Senate Bill a provisions Are More restrictive. Not included in the Bill is Nixon a recommendation that in kind contributions in the form of paid Campaign workers printing supplies use of private aircraft and so on be prohibited by any organization other than a major political party. He said that in kind contributions by individuals would continue to be permissible but would have to be disclosed and counted at their reasonable value. An amendment along these lines was offered by sen. John Tower r-tex., during Senate debate on the Bill but was rejected 48-40. Its major Impact would have been on labor unions but it also would have applied to the fair Market value of services provided through a political committee established by a Cornn rating the Bill includes a ban on Campaign contributions by foreigners As Nixon proposed and also prohibits Cash contributions of Over $100.
