Students prove Colonel Hoop can win without promises

His students formed a 300-strong get-out-the-vote effort, debated rivals, and Hoop won the Tulsa police and fire commissioner race 18,994 to 6,731, showing a candidate can win on merit and public service goals rather than a spoils system.
