CHUNGHING April 1 China asks Russia to give prior notice of Soviet withdrawal from Manchuria and to allow government troops to enter before hand to ensure smooth garrison transfer Chiang Kai-Shek told the People's Political Council. He blamed the communists for the Manchurian situation saying no communist troops were present before Japan's surrender but entered afterward hindering occupation. He noted the request was in China's March 27 reply agreeing to withdrawal by April 31 per Russia's March 22 note.
