Open meeting law does not curb public comment rights
Texas Attorney General John Cornyn said the new version of the Open Meetings Act does not bar citizens from commenting on topics not listed on a meeting notice. He noted that generic items like public comment or public forum invite testimony on various subjects and that agenda items like employee briefing are not sufficient without posted subject matter. Legislators updated the law to curb secret briefings by officials, targeting county courts city councils and school boards.
