Karen Anne Quinlan, after 13 months since life support was halted with court approval, remains near death in Morris Plains New Jersey. Parents Joseph and Julia Quinlan left Morris View Nursing Home through a back door early today after vigil. The family priest Rev Thomas Trapasso says he administered the Roman Catholic sacrament of the sick Tuesday night during her illness.
President Carter signed legislation restricting but not ending U S corporate participation in the Arab boycott of Israel. He cited the need to balance free trade with national interests and the special U S Israel relationship influencing policy.

MANITOWOC Wisconsin Electric Power Co said Unit 1 of the Point Beach nuclear plant should be back in operation by late today or Thursday after repairs on an instrument line caused a small water and steam leak. Plant manager Glenn Reed cited a failed valve diaphragm and noted other maintenance items were fixed during the outage.
Manitowoc County Board approved phasing out the Maple Crest Home near Whitelaw by a 15 to 12 vote after debate. The facility will close once the Manitowoc Health Care Center addition is finished, with plans to absorb patients and staff into the center or other county institutions. The Finance Committee cited years of deficits, showing losses of 1974 to 1977 and high per bed costs. Maple Crest employs about 44 with 35 patients. the conversion plan involves staffing reductions and potential interim care use for the building, pending auditor review and renovation schedules.
The Manitowoc County Board approved average salary increases of about seven percent for roughly 125 non bargaining unit employees retroactive to January 1. Key salary figures include county clerk 15500, treasurer 14877, sheriff 15220.60, district attorney 18500, administrator wages at nursing homes and parks agencies, and several social services and planning staff with varying raises.
