MSD board rejects Henderson County merger bid
The Metropolitan Sewer District voted 10-1 against adding three Henderson County representatives and against merging Cane Creek with MSD. Henderson County officials, led by Bill Lapsley, argued regional cooperation but Buncombe and Asheville officials warned of overrepresentation. The decisive vote dimmed hopes for a broader regional utility governance approach and left the status quo in place.
