President urges cooperation to curb unskilled labor flows
Washington reports the President calling upon employers and workers to support the Labor Department program to curb private recruitment of unskilled labor after August 1. A central United States Employment Service will regulate labor supply, aiming to withdraw workers from nonessential industries without conscripting labor. Skilled labor remains untouched and July 15 is replaced by August 1 for the start of federal control.
