Legislature Faces Budget Grids and Education Funding Debates
In the 61st Legislature's final five weeks, progress stalls on appropriations and taxation. Key leaders push differing plans for a one-year vs two-year spending cycle to fund 1970 71, with debates over higher education funding and a new Texas State Technical Institute plan moving toward the governor for action. The House advances a consumer protection bill on gas station sweepstakes and other measures while a constitutional amendment to extend registration dates faces a lengthy Senate filibuster. The wage bill passage, dairy exemptions, and a shift of Connally Tech to a vocational complex shape the legislative landscape as lawmakers await final votes. Budget, education, and governance issues dominate the session with potential vetoes and overrides lingering.
