Private members bill by Municipal Affairs Critic Jim Downey to amend the Electorial Divisions Act and modify the Electoral Divisions Commission failed. The proposal aimed to add rural representation by replacing the University of Manitoba president with the Union of Manitoba Municipalities president to reflect rural needs.

Municipal Board Enlarged To Handle Winnipeg Reassessment
Winnipeg Municipal Affairs Minister John Bucklaschuk announced eight additional members to the Municipal Board to manage an anticipated surge of assessment appeals after a court ordered reassessment of Winnipeg. He noted Manitoba property owners may file complaints under a rewritten Municipal Assessment Act of 1985, with appeals possible on assessment level and property classification. The City of Winnipeg Board of Revision expects 7 000 to 10 000 formal complaints, and many decisions may be appealed to the Municipal Board. The extra appointments aim to ensure timely hearings for appellants.
