Canada Health Act aims to end extra-billing in Canada

Ottawa report notes Health Minister Monique Begin introduced the Canada Health Act on December 12 1983 to end extra-billing and user fees. Provinces face dollar for dollar penalties and potential loss of federal health grants if they permit extra billing. A three-year grace period allows provinces to adjust, with penalties placed in a federal trust fund if violations continue. All parties back the bill as a step toward universal, accessible health care.
