United States asks Germany to define peaceful blockade
Washington December 17 Secretary Hay cabled Ambassador Tower in Berlin to define for the United States what exactly is meant by a peaceful blockade. The cabinet debates this position and says there is no such thing as a peaceful blockade. If war does not exist American ships should be allowed to pass, with Dewey prepared to move if necessary. The question hinges on Germanys rights to blockade and the Caracas death carvels future passage to La Guayra. The administration awaits Germanys written response with anxiety as tensions rise.

Washington notes Italy allied with operations against Venezuela, and London sees little progress toward arbitration as guarantees for British subjects remain unclear. Disposition of Dewey’s battle fleet for holidays is being arranged to avoid unnecessary naval moves amid rising tensions.
