Capitol Budget Debate Hinges on Annual or Biennial Plan
The legislature must decide whether to fund on an annual or two year cycle with 125 state agencies to hear from. Proponents of annual sessions push annual budgets while others favor a biennial budget drawn for two years with a review in year two for emergencies. Current biennial budget stands at $494 million per year and revenue forecasts for two years run to about $998.59 million, with Rankin noting a $20 million uptick since September 10.
