Colorado railroads may owe shippers as much as 500000 in refunds after the supreme court ruled the state railroad commission is constitutional. The 80 cent coal rate was cut to 55 cents, with about 2000000 tons moved at the higher rate while litigation delayed the settlement. If the 80 cent rate is deemed reasonable, refunds may not be due.
