New Wheat Flour Rules in Effect in Montana 1918
Montana rules issued under United States Food Administrator Alfred Atkinson allow 20 percent substitutes with wheat this winter. A Victory Mixed Flour of 80 percent wheat and 20 percent corn or barley flour will be sold after September 1 1918. Retailers may sell standard flour with 20 percent substitutes until the new mixed flours arrive. The fifty fifty rule is rescinded and previous purchase limits are removed. Pure rye flour may be used at two to three ratio with wheat in mixed flours. Bakers must use 20 percent substitutes in bakery products except crackers. Continuous voluntary compliance urged to avoid harsher rules next spring.
