SWEPCO seeks rate decrease for Eastman Plant in Texas case
On July 17, 1995 SWEPCO filed with the Public Utility Commission of Texas an Agreement for electrical service to Eastman Chemical Plant near Longview Harrison County. The plan fixes energy only rates for ten years with annual escalation, allows termination after year five under certain conditions, and lets SWEPCO match other offers. The proposal would reduce SWEPCO revenues by about 2.9 million annually (0.9% of 1994 Texas retail revenues) and reallocates fuel cost recovery and base-rate treatment, while keeping pricing confidential. Intervention deadline is 45 days after filing. details from PUC, SWEPCO, and Eastman provided.
