New York May 4. F Robinson, chairman of the conferences, says eight weeks of negotiations have failed to yield a compromise in the soft coal industry. He warns the disagreement will be reported to the Appalachian conference of 300 representatives tomorrow. Operators and UMW miners number 338,000 affected.
