A proposed bipartisan watchdog committee would study the use of 50 million dollars in secondary road funds. Dr. Howard T. Phillips Sr., 57, Wheeling dermatologist, was killed in a collision between a bus and a station wagon on Fulton Hill yesterday. He was native of Philippi, married to Jessie Beavers, and survived by three sons including Dr. Howard T. Phillips Jr. and Dr. William Phillips, plus Robert Phillips, a Jefferson Medical College student. The family had long resided in Wheeling.
In Sofia Communist Bulgaria jailed 15 Protestant churchmen on spying and black marketing charges. Four leaders received life terms, others from one to 18 years. Defendants showed no outward emotion as judges read verdicts. Ziapkov cried, pledging to work for socialism. Confiscation of property and loss of civil rights followed for the four life term defendants. Angel Divan and Alexander Zahariev were released after serving months awaiting trial.
The Supreme Court unanimously upheld the 1947 delinquent lands law, reversing a Webster County ruling by Circuit Judge Jake Fisher who had voided the act on two grounds. Confirmation of these numbers was expected as the drive closed early.
