Koontz Seeks Statewide Property Tax Equalization
West Virginia Tax Commissioner C H Koontz says property assessments vary too much across the state and calls for equalization. A state-wide survey by Cole Layer Trumble of Dayton, Ohio, for the 1947 49 legislatures showed rates from 2.8 percent to 243.7 percent of appraised value. Koontz cites lack of detailed data and insufficient training for assessors as causes.
