Civic leaders renew the drive to replace Grafton’s 30 year old charter under the 1936 home rule amendment. Nine women started collecting signatures to trigger a public vote on a new form of government and to name a charter board. The effort follows disclosures of city hall spending, with August set for the election drive.
London reports an air defense drill with 500 mock enemy bombers from the south, east, and North Sea. RAF fighters and 1,400 anti aircraft guns join 500 balloons as about 60,000 personnel prepare for a larger exercise. Continued on page two.

A four year old boy, Charles Franklin Campbell, was struck by a 1932 Chevrolet truck near his Flemington home yesterday afternoon and suffered a head fracture. He was rushed to Grafton City hospital in critical condition but was reported favorable today. Driver Frank Louzy, 32, of Simpson route 1, a farmer, was ruled blameless after investigation by state police Corp. Fred Strader and Trooper G. F. Randall. The child darted into the road near the Mirandi Brothers store. the driver attempted to swerve left but struck the child with the right front fender before stopping. Louzy’s son John was present.
A six ton steel pipe broke free from a gas main project on a slope near Crestline, California, crashing into a vacationer’s car and killing Mrs. Bess Arnold Ross of Long Beach. Her housekeeper Anna McDonald lost a leg. a workman was gravely injured.
Rev Don Hindman, former pastor of the New Martinsville Presbyterian church, was named chaplain and director of welfare activities at the state penitentiary in Moundsville by Warden C M Stone. He succeeds Rev F W Sigler who resigned to join the state parole and creation board after six years in the post.
Calvin A. Nelson aged 70 and Isaac Ours aged 20 were bound over to the federal grand jury on charges of operating an illicit liquor still. U S Commissioner George G Ludwig said Nelson identified Ours as his helper. They were released on bond.
Berlin reports an unusually bitter German press assault on Poland as talks with Adolf Hitler and Albert Forster of Danzig edge closer. Forster reportedly landed near Hitler's chalet, while officials avoid confirming a meeting. The DNB commentary cites a Polish threat to Polish artillery actions, signaling heightened tension.
Estes Park Colo Aug 8 A Denver commercial photographer Gerald Clark 30 died late yesterday after 20 hours on a ledge in lashing rain and snow being lowered 1500 feet from the east face of Rocky Mountain National Park's 14255 foot peak. The 13th death on the east face and the peak has claimed 30 or more victims since 1880.
Francis Satterfield, 30, of near Rivesville, is held on forgery charges after passing a 42.50 check drawn on Empire National Bank of Clarksburg to H aye Archdeacon Co. He was arrested in Marion county and is to be returned to Fairmont for a hearing. The warrant cites a July 24, 1939 check made out “for labor” to Satterfield, with a false Carl Schrumm account discovered. Clyde J. Schrum is noted as an actual contractor with a different Clarksburg bank. The case unfolds with local and state police involvement and a planned hearing.
Grafton city meters yielded $76.90 last week, far below the $96.16 weekly average needed to reach a $5 000 annual target. Finance Commissioner J B Bradford disclosed the figure, noting the weekly intake trails the levy estimate by about $20. The shortfall jeopardizes the planned six thousand dollar annual goal.
House Republicans aim to present a definite three topic program for the 1940 session centering on housing agriculture and reciprocal trade agreements. Minority Leader Martin will likely appoint special committees to draft legislation while discussions continue on housing revival and trade terms. Some GOP members doubt the chances of strong action this year.

Elusive Elsie the elephant ended 33 hours of freedom in Virginia after fleeing a circus trailer crash that killed another elephant and attendant. A land search failed until a pilot sighted her in the woods and she was guided back to the circus.
Baltimore and Ohio reported July carloadings at 196,491, with 124,875 cars loaded online and 71,616 from connections, up 34,070 loads from last July and 13,905 from June. The year 1930 July total reached 276,862 with 181,751 online and 95,111 from connections, as the week ended August 5 continued.

They meet at the front entrance Wednesday at 7 p.m. to be guided on rides and shows with newspaper tagging. Saturday afternoon offers a children’s matinee from 1 to 6 with five cent rides and performances.

Arthur M. Fretwell 71, long serving mayor and councilman of Rowlesburg, died of a heart attack while sitting on his porch swing after a day working at the Mancein cement plant. Born in Grafton, he moved to Rowlesburg as a youth and left a son Raymond H. Fretwell on the Preston County Board of Education and daughter Catherine, a Mountain State forest festival princess.
New Martinsville Aug 8 A young man Forrest Howell 20 was struck and killed instantly by a Baltimore and Ohio passenger train near his home a short distance from town while walking home from neighbors Magistrate L W Dulaney acting coroner said evidence indicated Howell had dozed on the tracks no inquest will be held
Governor Homer A. Holt told the West Virginia State Federation of Labor that labor must adhere to democratic methods or face excoriating public judgment. He did not name the CIO or AFL but warned against acting against American democracy while recounting his Appalachian mine shutdown stance.
A Baptist mission hospital courier left Chengchow to cross Japanese lines toward Kaifeng to learn the fate of the American mission colony amid intensifying anti American pressure. The last word said missionaries were preparing to flee. Kaifeng lies 40 miles east of Chengchén in northern Henan. In Shansi province two American missionaries Ralph C. Scoville and his wife of Los Angeles were driven from Hwohsien by the same campaign.
