NRA Cannot Abrogate Existing Contracts Under Relief Plan
Washington August 3 The recovery administration ruled it cannot abrogate contracts arising from collective bargaining between capital and labor. Workers unable to adjust such contracts may display the blue eagle if they align with wage and employment-boosting goals. Richberg notes the provision applies to pay based on days weeks or months not hours and that hours specifies not required unless the contract fixes hours. If a contract fixes hours per week at a set rate, no change is forced. if it ties pay to hours without weekly hour guarantees, employers should move to the maximum hour rule to spread employment.
