Rural Iowa residents urged a YES vote on the Shaff plan at the December 3 referendum. The letter argues the plan preserves rural representation, avoids heavy population bias, and offers fair reapportionment for the state, contrasting it with opponents’ proposed alternatives.
The Shaft Plan proposes an area based House with 99 members, one per county, and a population based Senate of 58 members drawn from districts at about 158th of Iowa's population. A ten member redistricting commission, five per party, signs off, seven votes needed, with Supreme Court review if needed. automatic Senate redistricting every ten years.
